It seems that, from times immemorial, technology has always been dual, for the best and the worst. Today, design flaws and mismanagement of critical technological facilities, built hastily out of fear, hollow pride, and unanticipated necessities, could disseminate death across continents. In 1986, the explosion of the Russian built nuclear reactor in Chernobyl released 140 million curies of radioactive material. Since then, in the former Soviet Union at least 9 million people have been affected by the accident; 2.5 million in Belarus; 3.5 million in Ukraine; and 3 million in Russia. It has been estimated that the total bill for those countries most affected will exceed $300 billion by 2015. Politically, the country is the region’s biggest prison for journalists[3] while a foreign reporter is being killed, in detention, in the hands of the judiciary’s own prosecutor.

Internationally, Iran consistently tops the US Department’s list of states sponsor of terrorism and harbors Al-Qaeda fugitives, including some believed to be top ranking operatives. Top ranking officials have been members of the hostage taking team at the US embassy in Tehran or actively engaged in organizing the Lebanese Hezbollah in the 80s. Iran has been declared a member of the “Axis of Evil” and is under international pressure for its dubious nuclear activities. Nearly
